Dr. Vishnoi contends that women, by temperament, are more suitable than men for handling situations that confront the police system today. It has appropriately been drawn by the learned author that the police profession is undergoing a facelift, by becoming responsive to the changing situation of the country. It is moving towards a service- oriented goal with broadening of its rule, so far restricted to enforcement of law and order.

He has been associated in the preparation of A Guidebook for Women in Development and National Perspective Plan for Women (1988-2000). Dr. Vishnoi was associated in more than 50 programmes organised by National Institute of Public Cooperation and Child Development, New Delhi. He was also Course Director for 25 training/orientation courses and resource person for a number of training programmes and sessions. He completed evaluation of Fisheries Project in Madhubani District, Bihar and the Women's Development Corporation Programme for the State of Kerala. Tamil Nadu and Haryana Dr. Vishnoi has published 25 articles on different themes in many prestigious newspapers and journals. Books: Women Police in India (English) and Role of Women Police in Urban Situation (Hindi).
