During post-independence period through planning process, special efforts have been made by the Government to bring about economic development of tribal people. But inspite of special efforts made during four decades of planning, tribal people have not come at par with other sections of the society.

This book aims at examining the role of voluntary and governmental organisations in bringing about economic development so that a comparative view can be presented to assess their contribution.

Dr. Devendra Thakur (b. 1939), D.Litt., was formerly Professor in L.N. Mishra College of Business Management, P.G. Deptt., B.B.A. Bihar University, Muzaffarpur. He was Ex-Member, Bihar College Service Commission. He has taught Economics, Co-operation and Extension in the Rural Institute of Higher Studies, Birauli for more than a decade. He completed his Ph.D. in 1970 and D.Litt. in 1989. He was awarded post-Doctoral fellowship by the Ministry of Home Affairs, Government of India to study problems relating to Tribals.

He visited Naples, Italy, on Italian Government. Scholarship to study plan implementation course. A number of articles written by him on Socio- Economic and Political problems have been published in reputed journals of and also dozens of talks have been broadcast by him from A.I.R., Patna. He is also author of a number of outstanding books.

Dr. D.N. Thakur is M.A. in Hindi, English, Prakrit and Jainology and Ph.D. on the subject "Trends of Traditions of Indian Semantics". He has been a dedicated teacher and always endeavoured to explore new areas of study in different fields of knowledge including socio-economic development of Indian Tribes. Moreover, Dr. Thakur has assisted a lot of South-East Asian research scholars in fulfilment of their works on different subjects. He is still devoted to serve humanity through his writings.

The present study aims at examining the role of governmental organisations in bring about economic development and in this context the role of voluntary agencies have also been analysed so that a comparative view could be presented to assess their relative contribution. In this project Santhal tribe of Bihar has been of special interest and Santhals form the focal point of study. Our choice for the detailed study of Santhals has been due to the fact that they are the biggest tribe in Bihar State and they also occupy the third position in tribes of India as a whole. As socio-economic change forms an essential/vital part of developmental process, study of socio-economic change of tribals assumes special significance in the present study.

Santhal is the third largest tribe in India. They are living in large number in present Santhal Pargana division of Bihar. They are also living in the Singhbhoom District. Santhals are also living in the plateau of West Bengal, Tripura and some parts of Nepal. They are settled tribe. Their living character is non-nomadic like other tribes. They choose their settlement near forests, hills, etc. They have their own style of living. They own Panchayati way of living which is so rigid that it hinders their movement in other areas. Thus, they are living in isolated state of living. So special efforts need to be made to bring about social change.
