The People's Movement of 1990's in Nepal was an epoch-making event in the modern political history of Nepal. The movement not only terminated the 30-year old partyless Panchayat regime, but also it brought the country into the new era of politics based on the multi-party democracy. The political objective of the movement was to restore multi-party democracy which was abolished by the late King Mahendra in 1960.
Since the establishment of multi-party democracy in Nepal, a series of steps have been taken to consolidate democracy. In this book attempt has been made from the first chapter to the fifth, to present an objective account of democratic movement in Nepal since the Rana period upto the people's movement of 1990 and factors responsible for the downfall of the Panchayat regime. The post-movement events have also been dealt with in chapters third, fourth and fifth. Chapters fourth and fifth describe the salient features of the new constitution of 1990 and the first General Elections after the restoration of democracy respectively.
Chapters sixth, seventh, eighth, ninth and tenth contain my articles which were published in The Rising Nepal on various occasions. These chapters cover areas of issues concerning democracy and Nepalese foreign policy. Chapter eleventh describes Prime Minister Girija Prasad Koirala's first India and China visits and their outcome.
As is evident, the restoration of democracy in Nepal was not an easy task. It was achieved after a long struggle waged by the Nepalese masses. After the restoration of democracy the next crucial task remains is its preservation. The thought that the preservation of democracy is as difficult as its restoration is present everywhere. But whatever difficulties there might be, the people of Nepal have prepared themselves to protect their hard-won democracy. The universal values of parliamentary democracy also demand adherence to certain necessary conditions in order to make parliamentary democracy successful. These conditions are not hard to achieve if the people are properly educated and mobilised to achieve the objectives of democracy. The chapter twelfth deals with these conditions.
This book has been prepared for all who have keen interest in the political affairs of Nepal as well as in democracy, political parties and human rights. I hope this book will serve that purpose.
