Sending agents to create chaos in an enemy state by assisting its militant groups is an age old war strategy. Pakistan has used this strategy excellently against India. How effective its strategy is, is obvious from the fact that India is compelled to post two hundred thousand soldiers to deal with a handful of terrorists in the Kashmir valley. Through its intelligence agency, the I.S.I., Pakistan has imparted these terrorist activities the form of an organisation. Pakistan performs all the tasks from sowing seeds of hatred for Hindus among terrorists to training them for terrorist activities and equipping them with arms and ammunition. Without being directly involved in terrorist activities in the eyes of the world, the Pakistani administrators inflict unimaginable damage on India. Pakistan has assisted terrorists in spreading their tentacles all over the country by taking advantage of various problems in the country from the Kashmir controversy to unrest in the North-eastern states. Pak sponsored terrorism has gained greater momentum due to the concept of Islamic terrorism which is spreading globally due to the Talibanians in Afghanistan who support Osama bin Laden.
A nation undertaking terrorist activity against another is in fact a kind of unproclaimed war. It is obvious that India has not been able to combat this internal cold war effectively from the incessant terrorist activities over the past several years and which have been spreading all over the country. That is precisely why, when formulating defence policies of the country, it is imperative that one studies the formation and psychology of these terrorist groups, the reasons for the rise in their destructive activities and methods of curbing them. This text throws light on how foolish it is to think in terms of only a singular terrorist act and to search for a remedy only in its context. We pray to The Almighty to grant each one who reads this text the grace to understand how important it is to contemplate on the issue of terrorism from the point of view of national security and to endow him with inspiration to do something for the country.
