Book Description
Preface

information as a power resource has been I recognized as an important assets for national development. It is now universally accepted that information plays an important role in a country's socio-economic progress. Library and information sector is the core and focal point for information services. Nepal, as a developing country, has begun to realize the need of information. Hence, an effort to build indigenous capability in the field of library and information sector is in slow process to achieve economic prosperity and social improvement. Full-fledged development of this sector will certainly help to establish information society in future.

Due to geo-political isolation for nearly two centuries since the foundation of 'Great Nepal' by Prithivi Narayan Shah, the country remained largely unaffected by the achievement made in library and information sectors elsewhere throughout the world. In fact, libraries and library and information science education activities in the country in earnest began only after 1950s following the end to a self-imposed isolation. After nearly five decades, the country currently possesses certain infrastructure and some professional work force in library and information science sector.

Several national and international institutions situated within the country have established libraries and information centers to provide authentic, expeditious and pinpointed information services. Tribhuvan University has established Central Department of Library and Information Science to produce higher educated professionals for providing scientific and modern library and information services. To meet the growing trend of knowledge acquisition and competition to obtain higher degrees, several schools, colleges, universities and research institutions in Nepal have set up libraries. As core elements of such institutions, specific libraries and information centers have also been established simultaneously. Therefore, the need of libraries and information centers and information professionals is increasing relentlessly. However, in comparison to other countries, the capacity of library and information services in the country is still far below the required target. The sector cannot come forward to make a visible impact on the Nepalese society.

Some educational institutions have started modern library and information services using modern information technology. However, the Nepalese people living in ignorance and poverty in rural areas cannot avail modern library services. In spite of the implementation of 'Right to Information on Act', the Government has not been able to provide library services to the public on legalized basis. As per the provision of act, every Nepalese citizen is eligible to demand and receive the information of public importance. Nevertheless, the act has not recognized library and information centers as the laboratory for information identification, selection, acquisition, preservation, storage, retrieval, dissemination and marketing services. Library and information science professionals have also not recognized as the service provider in spite of having good knowledge on information creation to utilization cycle.
