This book, Indian State Politics: The Government and Politics of Orissa, is not only a comprehensive study of the politics of that particular state, but also of the political situation prevailing in many other component states of the Indian Federal Republic. Many generalizations contained in the articles composing this anthology are, therefore, as much relevant in the case of other states as well.
Various aspects of the Government and politics of Orissa have been thoroughly analysed by various authorities in their selected fields and this magnificent collect ion of their erudition undoubtedly is full of remarkable insights into the various political processes in the state of Orissa, as well as many other states in India caught in the tentacles of the "Politics of scarcity" and the consequent conflicts and competition, aspirations and frustrations, corruption and parochialism, defections and normlessness, which characterize many of the nascent, underdeveloped, over-populated, poverty-ridden, pluralistic societies which are trying hard to increase the size of the national cake as well as to divided and share it among the countless millions of semi starved masses with some semblance of social justice.
Thus, the book besides presenting a thorough analysis of the state political scene in Orissa, also reflects the general political situation. throughout most of the Indian sub-continent. As such, this brilliant collection of erudite essays, should be of interest to many more, besides those who are specially interested in gaining an insight into the anatomy of state politics and the nature of the political processes in Orissa.
Dr. A.P. Padhi (born 1939) is currently Professor of Political Science and Public Administration at the University of Sambalpur, Orissa After passing his M. A. in first class, he obtained his Ph. D. in Political Science in 1970. His illustrious career has been one of remarkable achievements. Among them are thirty papers published in reputed journals and in edited books. He is the author of "Principles of Political Science and Government and Administration in India, and editor of (1) Socialism, Secular ism, and Democracy in India (2) Land Reforms Administration in Orissa and (3) Personnel System of Urban Iocal Bodies in India. His two volumes on State Administration in India (edited) will be published shortly. He is also the editor of the journal. of "State Politics and Administration a member of the policy making bodies in University and, technical institutions of the State, and a member of the Editorial Board (in Political Science) of the Indian Council of Social Science Research. He has directed half a dozen research projects sponsored by the University Grants Commission and the Government of India.
This volume is a collection of research-based papers to commenorate the services of Professor Sreeram Chandra Dash, retired Professor of Political Science of Utkal University. The contributors of the volume are experts in their areas of interest and hence I have not made any change in their papers. I thank them for their kind contributions in response to my request. This topic has been selected because there is no comprehensive work on State Politics of Orissa. Aspects like land, people, historical geography, economic life, princely states, feudatory States, freedom struggle, merger of States, religious movements, art architecture, literary and cultural activities, lyrics and literature, music, dance and drama have not been touched in this volume because these have been extensively dealt in the volume entitled 'Sidelights on History and Culture of Orissa' edited by M.N. Das. I am thankful to the edition "vision" and the President, Orissa Political Science Association for according permission to publish a few articles which have already been published in their publications.
