About the Author
G.V. Ramakrishna (born in 1930), has served in Government for nearly fifty years. He worked in diverse fields in India and abroad. He served in Andhra Pradesh as Sub collector, Collector, and Chief Secretary. G.V.R.. worked abroad as Minister in the Indian Embassy Washington D.C., and later as Ambassador to the European Union at Brussels. At the Central Government, he has worked at all levels from Under Secretary to Secretary. Later he worked as Chairman of SEBI and then as Member, Planning Commission and as Chairman of the Disinvestment Commission. He is presently President Emeritus of CIDC. He was awarded Padma Bhushan in 2005. His earlier book 'Two Score and Ten' dealt with some of his experiences after retirement. In this book, the focus is on his work in Government that is relevant to good governance. There are three important changes initiate by Dr. GVR which are today prevalent all over India. The first is the Municipal property tax which is now adopted by all Municipal Corporations, with the approval of Supreme Court of India. The second change is the participation between State and private parties (PPP-Public Private Participation) for setting up new industries. The third is the scheme of 'The District Industries Centre' in every District of the Country which was initiated by GVR in 1978.

I wish to thank all those who made it possible for me to bring out this book. I would like to thank my wife Dr. Lalita Ramakrishna who has already published nine of her own books on Indian Classical Music and English Literature. Her experience helped me in the Revision of Chapters and in Editing.

I am grateful to Durai Murugan and Renuka for valuable assistance in secretarial work.

Introduction
During my service in Government for nearly fifty years, I had the opportunity to work in diverse fields in India and abroad. At Mysore University I studied B.Sc. (Hons.) and was awarded a Gold medal in Physics and Chemistry.

Thereafter I completed M.Sc. in Chemistry. I have served in the State government of Andhra Pradesh as Sub-collector, Collector, and Chief Secretary. In Tamil Nadu during President's Rule (1988-89), I was appointed Adviser to Governor in charge of twelve departments. I worked abroad as Minister in the Indian Embassy Washington D.C. and later as Ambassador to the European Union at Brussels.

At the Central Government, I have served at all levels from Under-secretary to Secretary. In 1959 I was deputed by Government of India to study in Harvard University, U.S.A. for Master's Degree in Public Administration. At Harvard, I was exposed to top professors in the field like Ed Mason, Haberler, and others. I took special permission from the Dean to study Business Policy as a Credit Course at the Harvard Business School.

Later I was Chairman of SEBI, Member Planning Commission, and Chairman of the Disinvestment Commission. In these different positions, I had the opportunity to study and write on. a variety of topics.
