The reader is here invited to consider my writings concerning the rebirth of a new, empirical science of education, intimately and integrally related to the realities of the life of learning. A value-creating education would aim at fulfilling the following essential conditions:
1. The streamlining of education in the interests of greater economy and efficiency. It is my conviction that if reforms were carried out on the levels of both policy and technique, today’s expenditure of teaching time, studies time, monetary costs, time, and so forth, could be cut in half.
2. The abandonment of blind, "whatever-comes" teaching methods for clear-sighted, planned, systematic, and acculturated education to facilitate the institution and management of education, accompanied by coordinated learning to concord with action as an exemplar in the cultivation of powers of value creation.
3. Better treatment and selection of educational personnel in order to enlist the quality of educators necessary to carry out the above changes. Hence I have proposed the institution of an examination system for elementary school principals and fundamental reforms in nor mal school education.
