Preface

The present monograph is really a sequel to the discovery of a veritable mine of unexploited raw materials I struck in the archives of the Political department of the Government of Bihar while collecting materials for the preparation of an authentic biography of Mazharul Haque, a work entrusted to us by the Publication Division of the Ministry of Information & Broadcast- ing, Government of india, about a decade ago. It aims at giving a detailed account of the early revolutionary movement in Bihar which began in the wake of the partition of Bengal in 1905. But I have not gone into the causes of the movement for the simple reason that they have already been discussed thoroughly in other books on the subject and there existed no special cause for it in Bihar What actually struck me most was the significant observa- tion of the Indian Sedition Committee that the movement only slightly affected the province of Bihar & Orissa. While other neighbouring provinces of Bengal took an active part in the movement, Bihar's 'slight' role indeed demands some explanation for this singular aspect. Since the Sedition Committee was concerned with the problem of the whole of India, it could necessarily devote a small space to Bihar & Orissa. Other writers on the subject too have not made much improvement on it. Hence in the planning of the present monograph it was thought advisable to devote the entire first Chapter to the various factors which influenced the movement in Bihar, one way or the other. Some aspects of public life in Bihar were positively unfavourable to the growth of revolutionary movement here. But there were, of course, quite a few others which sustained it. In the subsequent three Chapters the extent of the movement in Bihar has been discussed Orissa has, however, been left out. The next Chapter deals with the suppression of the movement by the government by resorting to extra-ordinary measures.
