About the Author

Dr.Mis. Rajshree Chaturvedi is Asst. professor of Political science in DAV college Kanpur-UP of CSJM University since 2001.She has done here graduation from university of Allahabad and Post Graduation in political science with specialization in International Relations from BHU. She has obtained Bachelor degree in Journalism from BHU. She got Doctorate degree awarded from BHU in 2005. She has got here several papers published in National journals. Beside she is member of Several academic bodies Indian Political Science Association, Indian Institute of public Administration, UP political science Association.

Preface

With the advent of development planning, district level administration has assumed a new importance because this has been the basic unit through which government has been implementing development planning. Seventy-third amendment of Indian constitution released new forces into the district level administration. With this amendment, district level administration has assumed a new vigour. Administrative powers have been devolved to local bodies and finances are being directly devolved to local bodies for the implementation of development programmes. This has been long impending demand of development administration.

In this phase of transition, light is visible at the end of tunnel but there is condition of chaos and darkness within the tunnel. In this phase of transition, we have tried to analyse directions and dimensions of development administration. At present, development administration stands for democratisation of administration system, peoples' participation in development process, social justice and for sustainable development. Development administration stands for administration of development and development of administration and it can happen only if people and administration both develop simultaneously but what we mean by development of people and administration need to be defined indigenously. In this case study, we have tried to assess all these issues in the context of Varanasi district.

Introduction

The district level administration has been the main instrument for the implementation of government policies in India since British times. Even after Independence, it continued to be the main agency through which the government works and implements its policies related to various spheres. India opted to be a welfare state after Independence. In pursuance of its role of welfare state, the government undertook the path of guided development and district level administration became its instrument for the implementation of programmes.

Reason for Opting this Topic

In the aftermath of the Second World War a number of erstwhile colonies of Western powers attained independence and they embarked upon the path of sustained development. Development became the main agenda of all these countries as these countries were caught in the vicious trap of time in which their development has taken regressive syndrome. Earlier most colonial powers have restricted their area of operation in these countries to the maintenance of law and order and revenue extraction. Now these countries were desperate to break through the vicious trap of time in which they were caught and had to embark on a speedy process of economic development for their nation building.

These countries were in need of an administrative machinery, which was distinct from the one inherited from their colonial masters; an administration sensitive to local needs, and ready to dedicate themselves to the task of nation-building on indigenous lines. The concept of development administration is related to this type of administrative machinery.

India is no exception to this general pattern of third world countries. National movement had created a very fertile ground for the creation of citizens aware of their needs.
