Development of Northeast India: Emerging Policy Issues is an initiative of the UGC-SAP-DRS II, Department of Economics, Tripura University (A Central University) under its focal theme of "Economic Development of North East India". The present volume covers the development issues of all the North-eastern States of India. The major thrust areas have been economic development, infrastructure, economic activities and livelihood, women empowerment and gender issues, as well as development policy issues of the North East. The book sincerely attempts to explain the economic performance of the NE States by incorporating in-depth state-specific studies keeping in mind the diversified nature and structure of the NER. The present volume is a manifestation of the increasing research interest of the academia in the economy of Northeast India. The book is expected to generate fruitful insights among the social science researchers, development practitioners, and policymakers to duly understand the emerging policy issues for inclusive development of the North-eastern region of India.
Salim Shah, Ph. D. has been a faculty member of the Department of Economics, Tripura University since 2004. He is the author of the books titled, "Agriculture in Tripura: Its Problems and Prospects", "Regional and Social Disparity: A Special Focus on Tripura", and "Business and Management: Some Emerging Issues (ed.)". Dr. Shah has to his credit a wide range of publications on the issues of poverty, human capital and public economics in the UGC Approved/ Care Listed, Web of Science and Scopus indexed journals of repute. As Lead Researcher, he has also prepared the policy documents like "Status of RCH for the Slum Dwellers in Agartala", funded by the National Health Mission, Govt. of Tripura, and "Evaluation of the State Finances of Tripura (2006-07 to 2016-17)", funded by the Fifteenth Finance Commission, Govt. of India.
Dilip Kumar Rana, Ph. D. has been a faculty member of the Department of Economics, Tripura University with more than 16 years of teaching experience. He has been sincerely engaged himself in studying the economy of the North East Region (NER) of India for a long, as evidenced from his Research Projects & Publications. Currently, Dr. Rana is conducting the "Concurrent Evaluation of the Implementation of National Food Security Act, 2013 for Phase II (2020-2023) in Tripura" as the Nodal Officer of Tripura University, which is the Monitoring Institute for the State.
There has been stark and persistent interregional and interstate disparity in India with respect to major economic and social indicators. This gets clear from the unrelenting development disparity among the different regions of India as reflected through varied achievements of the regions, and states within the regions in terms of industry, education, health, power generation etc. For example, the North Easter Region (NER) of India is historically backward in comparison to the other regions like central or southern in almost all the economic sectors. Again, within the region of Northeast, Nagaland is not at par with Assam so far as development of the leading economic sectors is concerned. The problem of economic and social disparity is more serious in the North-eastern Region of India having huge ethnic diversity and communication A large body of recent literature has shown that the economic reforms adopted in 1991 have accentuated the problem of regional imbalance; highlighting absolute divergence and conditional convergence. In order to reduce regional imbalances and disparity, the Government of India has initiated a series of policy actions. A special focus has been given to the North-eastern States of India through Look East to Act East Policy. However, the outcomes of the policy actions are yet to reach at their desired level. Particularly, the NER states of India are not uniform in nature and their structural diversity calls for region specific in-depth study.
