It gives me immense pleasure that the A.P. State Archives and Research Institute is bringing a publication of Catalogue on Farmans of Asaf Jahi Rulers (Mir Mahboob Ali Khan, Nizam the VI (1869-1911) of first of its kind. The A.P. State Archives and Research Institute is preserving the records dating back 1406 A.D., to the present. The records pertaining to Asaf Jahi period (1724-1948) occupies an unique and outstanding place.
There were fourteen old daftars existing in the said period the records of which were maintained mostly privately on hereditary basis. The sagacious administrative reforms of Salarjung-I, the then Prime Minister of Hyderabad (1853-1883) paved the way for creation of departments for efficient and systematic administration. Among the various categories of record preserved in the treasure house of Archives are farmans of Mir Mahboob Ali Khan, Nizam the VI and Mir Osman Ali Khan Nizam the VII which present the vignettes of the social, cultural, political, financial and economic life of the part of the dominion. This category of farmans are available in separate papers, maintained in the Archives Department-wise in specially bound registers which are called chiked books. They are 355 in number, with approximately 38,000 farmans pertaining to 14 old Secretariat departments i.e., Finance, Political, Revenue, Education, Home and Judiciary, Army, Army Headquarters, Cabinet Council, Commerce & Industries, Executive Council, Rural Constructions, Constitutional Affairs, Local Government, Labour & Social Welfare. They are prepared in such a way so as to keep and preserve them properly in a systematic manner and complete series of information from 11th Jamadi-I 1319 H/26th August, 1901 A.D.
This catalogue is the first of its nature an attempt has been made to highlight the distinguished category of farmans as a source material for the research scholars, academicians, historians and high luminaries pertaining to the Asaf Jahi records preserved in the treasure house of A.P. State Archives.
Farman means a royal decree, an elict of an order issued by an oriental sovereign. All the farmans have the same basic pattern, yet they vary in details of form and style of writing, direction, size consisting of one or two folios. The farn ans are important component of the Asaf Jahi records in the Archives. What distinguishes a farman from a routine administrative or executive order is that it came from the ruler under his seal and signature and was issued or promulgated on very special and important matters concerning he State. Farmans had universal authority throughout the State and had the effect of an edict in law. Most of the important farmans having historical significance and value were issued during the reigns of Sixth and Seventh Nizam's (Mir Mahboob Ali Khan. Nizam the VI 1869-1911 and Mir Osman Ali Khan, Nizam the VII 1911-1948) respectively.
Among the various categories of record preserved in the treasure house of Archives are, farmans of Mir Mahboob Ali Khan, Nizam the VI, and Mir Osman Ali Khan Nizam the VII. This category of farmans are available in separate papers, maintained in the Archives department-wise in specially bound registers (Chiked Books), which are 355 in number. Approximately 38,000 farmans are available in Andhra Pradesh State Archives belonging to 14 old Secretariat Departments arranged in such a way to keep and preserve them properly in a systematic manner. It has complete series of information from 11th Jamadi-J 1319 H/26th August, 1901 A.D. Out of 38,000 farmans, at present this department is taking the publication work of 1,814 farmans catalogue of Finance Secretariat Departments. Owing to paucity of funds, it is decided to publish the farmans Catalogue of Secretariat Departments serial wise every year.
