Foreword
Casting a right horoscope is of utmost importance for any astrologer, as all his predictions and event timing are based on it. For this very reason the All- India faculty of ICAS extensively debate for weeks over the right moment of birth. Every one gave their views on what is the correct time of birth. Some shared their long known beliefs; some tried to justify their choice with some logic, while some referred to traditional practices in their regions. With such wide variety of views and intense discussions in the faculty group it was evident that this discussion in the faculty group to conclude easily. But we have taken a stand that in ICAS we will have a single unified view on any academic topic that has multiple views in currency. This is our first step towards having a common view across ICAS over Birth Time Determination. We will attend to other issues also one by one and have a common stand of ICAS on all such Issues.

Introduction
We had one of the historic moments in leas during the period from 28th May to 7th June 2017. For the very first time since the formation of leas, more than 200 faculty members of lCAS from all over India participated in an online group discussion to answer one of the toughest and most important questions faced by astrologers around the world.

Every astrologer knows before giving a prediction how much analysis of the horoscope is required. So correct casting of a horoscope is of utmost importance to any astrologer. This leads to the most fundamental and perplexing question faced by astrologers. What should be taken as the correct birth time?

The correct time of birth has been a debatable issue for a very long time. Many astrologers have supported different views regarding this, and have supported different methods. The disagreement between renowned astrologers is despairing, but even the classical astrological books have multiple views on this topic.

The question of correct birth time determination has become more relevant in the modern times as compared to the ancient days when horoscopes were caste by rishis and renowned pundits. This statement seems contradictory on the first go, as now-a-days we have more technological means to measure things precisely than the ancient times. But the statement is actually true and this is also the reason why our classical books don't focus too much on identification of correct birth time and have multiple views. The rishis did not need measurement through instruments to know the correct birth time. They had other means to know, even after the birth had occurred. So they did not stress much upon techniques to identify correct birth time while the birth was happening.
