Govindachandra Sahu illustrious son of Lokanath Sahu and Kashidevi born at Chatiya village of Jaipur district. He qualified B. Tech in 1963 and obtained M.Tech in 1976 from Rurkee University.

In the year 1963 he entered the services of Government of Orissa as an Engineer in the Irrigation Department. Having served at various key positions, and also achieving the highest position of Chief Engineer of Chief Engineer of Irrigation department, he retired in the year 2000. During his service and afterwards, he involved himself in the medium and large irrigation projects, their planning, as well as implementation. After retirement he was appointed advisor to Government of Indian on irrigation, river rejuvenation etc. He was one of the members of the team to assess the damages due to earth quake in Gujarat. He also served as a member of a taskforce to advise on the interlinking of various rivers.

He held other important positions such as a member of a taskforce to advice Government of Andhra Pradesh and Orissa in the construction of dams to mitigate the floods. In the years, 1982 and 1999 he was deputed to USA, South Korea, Moracco, France and Mexico to study and to know the implementation of water resource projects and irrigation systems, so that these can be effectively implemented in India.

For his excellent essays on Engineering topics he was awarded seven Gold medals in the years 1993, 2000, 2001, 2001, 2003, 2005 and 2006. The Orissa Engineering Congress awarded a Gold medal for his essay on Engineering topics in years 2005 also the Orissa Sahitya Academy has felicitated him in the year 2001 for his translation literature and he was felicitated in 1996 for his popular writings on science topics. As a jewel to his crest of awards, he was conferred highest award by Orissa Sahitya Academy in the year 2004.
