Dhirubhai had a strong interest for creating institutions. He played a key role in establishing various programs at the Centre, including the Indian Languages Program and the Lokniti Programme on Comparative Democracy, which he chaired for several years. Additionally, he had a strong commitment to fusing public participation with academic life. In addition to serving as President of the People's Union for Civil Liberties (1991–1993) and Member (Social Scientist) of the National Backward Classes Commission (1993–1996), he was a founding member of Lokayan, a movement for alternatives in politics and development.
